Mor than likely, yes, that is the familiar Player's Edge or PE poker. There are basically three types of electronics. The older Player's Edge (not plus) which I do not believe can support a Bill acceptor in any way.
Then, there was the PE+ which one of its features was the imbedded bill acceptor - although, there are also PE+ cabinets without the DBV.
Later, there was what they called a Super Board released for the PE+ video line. This board is what would commonly be used to have the 5 in 1 Multi-poker chip sets.
So, yes, the games are part of the chip set. The non-super boards can support only a single game and the program chip for poker will start with PP as the part number (Like PP0055) The super board can be both a single game as well as the multigame. It can use both the PP chip sets as well as the X------P type chips. In this case, there is both a Program chip and a Data Chip (as well as the needed 4 CG graphics chips and the CAPROM color prom).
In the case of a non DBA game, you can change the denomination on the screen with the games menu. IF you have a bill acceptor, yes, you need a Set chip to enable the acceptor as well as change the denomination value.
Options all depend on the age of the program chips. Some have all the options, others have few. The later model chipset usually include the Double Up and Animation options. Beyond that, settings are usually only about how to handle coins and how much the hopper would hold. The game type options are all part of that particular game set and it would require you to change out the chip set to actually change to a different game (like Jacks or Better, Deuces Wild, Bonus Poker etc.).
Just so you know, the blue background can be changed to various colors.
