Well, the chip in question is the EEPROM (24C04) which contains game type and settings as well as some bookkeeping data. I have not known this to cause the problem but then, I don't work in the Casino industry and have not been exposed to all the different possible failures of PE+'s. Anythings possible and if someone that knows more about it says its a possible problem, then, I guess I just learned something new. And yes, they do go bad but the game should tell you there is an EEPROM error upon power up. They are only good for so many write cycles (in the millions) but only IGT knows how often the game will write data into it.
If you can desolder IC's, or know someone that can do board work for you, you can replace the chip yourself (and not buy a new motherboard) www.Jameco.com sells them for $0.89 each PN:108847P If you do choose to replace it, order an 8 pin socket too so it will be easy to change in the future. Also, if you're like me and have different game boards to change out, you can pull the chip and keep it with each board and you won't have to do CMOS or Game Type stuff each time. If you keep the board and EEPROM matched, its a quick change over. You will even keep all your credits you had before from when you pulled the board and chip out last time.
