Matt, you said that after a certain age a person should be able to administer for themselves. You are correct about the "should" but the decision is really between the mother and the recipient, isn't it? The mother knows everyone in the family and is in a position to decide if and when the person may be left on his or her own for this procedure.
Not everyone is reliable and capable, even if they should be, so there is no general rule.
Then there is the question, "do they want to"? There are people who simply prefer to be administered to rather than administering to themselves. That's why, in some cases,
even if the person is judged capable, they nevertheless
prefer the assistance of someone else, usually the mother.
Even in adult life there are many tasks that we all prefer to have done by someone else. For example, I am perfectly capable of giving myself a pedicure, yet I pay someone else to do that. Similarly, there are men who prefer to go to a barber for a shave, but surely they can do it themselves.
There are many other things we "should" do for ourselves, but we find it more pleasant to have it done for us.
So, regardless of the age of the recipient, some of them
are administered to by someone else for a longer time than other people think they "should", but so what? That is up to the people within the family, not us from the outside.
Why should there be some arbitrary age rule about this?
