I would bet money that those projects were already funded and the contracts in place before the stimulus was passed.
As Obama admitted, there are too many regulatory hurdles for projects to go from conception to construction that quickly.
What probably happened was that the $ slated for those projects were redirected to some other purpose when federal funding became available. That means the federal money most likely funded keeping government (union) employees on the payroll.
When the stimulus money is gone, those companies will be forced to layoff workers unless the private recovers enough to take up the slack. With all the new taxes from Obama Care and Obama allowing the Bush tax cuts to expire, that's unlikely.
Maybe things will get better if the GOP takes back at least the House, but Obama shows every sign of digging in his ideological heels and doubling down.
