Nothing new. Bill Clinton had gotten the same information. The idea that terrorists were interested in hijacking aircraft was certainly not news in 2001. It had been a problem since the 1970s.
The idea that the bare bones material in this briefing paper should have triggered some massive response is just ludicrous. Had Bush put the nation on high alert based on this he'd have been ridiculed, especially by the Left.
If this is all you have you have nothing.
