it should NOT go to anyones house purchase. A private owned home is NOT a constitutional right. IF you can afford a home using CONVENTIONAL financing requireing a very large downpayment and want one then you should be able to get one.

IF you cant even afford the downpayment how the F****** H*** are you going to even be able to pay the monthly notes until the end of the mortgage.

Cant afford a conventional home? Then that is why they make trailers aka Mobile Homes semi cheaply.
