Financial necessity. The committee had to fill a certain amount of hotel rooms in order to get the ballrooms and without the usual crowds of OS and Canadian dancers and the extra family members & friends, the only way was to open the competitions to more dancers. I don’t know why the prelims being there bothers people. It’s no skin off their back, and if a prelim manages to place higher than an OC, they deserved it.
