If you look at the U8 list in the program, the overwhelming majority of those kids are prelim because of their age. If it was just opens, it would be a very small comp. Same goes for U9, U10, U11...it takes time for the kids to move from prelim to open. In a normal year there is teachers discretion for these youngest ages, and teachers discretion at the oireachtas so they can qualify for nationals.
