Subject: How do I shop for a used dress online with regards to measurements?

This is our first time shopping for a used dress online. I know what my daughter's measurements are, but how do I correspond them to the posted measurements? Should I leave an inch or two extra?

Also, should the front of the dress be longer than the back of the dress? When I measure my daughter from the shoulder to the desired length, I get a measurement of 28. But when I measure her from the nape of the neck to the desired length, I get about a 27.

I am also having trouble deciphering "dropped waist" versus "hips" measurements. Are they not the same?

Are there any websites that give guidelines regarding this? I am so nervous to by a dress site unseen, but haven't been able to find a good fit locally.

Any help would be most appreciated!!!!
