Subject: People's proportions are different. Some are high-waisted, some have longer legs in proportion to their torso. When you're looking at custom garments you can get disparities like this.

  • In addition to the answer above, which is definitely correct, sometimes the length measurement is taken from the center of the shoulder to length, over the bust.
