Tantrums, etc. - definitely poor sportsmanship, not bullying (poor sportsmanship is learned, just as good sportsmanship is a well-taught lesson)

Poking fun at others or commenting about looks? not nice or polite, but it isn't bullying (it's lack of manners in truth and manners aren't really taught these days)

Making excuses about why not doing well or faulting others? not bullying, just lame excuses and seeking petty

Befriending judges/tc's for a perceived notion of doing better? not bullying, just lame, again, in that case. But, guess what? People can and do make long-time friendships in this, just like any other activity and there's nothing by it.

Bullying is a repeated, directed negative action toward another and the AP's list of behaviors is not really bullying. Just bad behavior. Not saying that some elements of bullying don't go on out there, they do and this is not meant to lessen them at all.

But adults do dismiss bad behavior on behalf of their children and don't do anything to correct it and make the excuses. That is where so much of this comes from.
