Subject: But you are missing the point. With a fixed panel, it is not an overall winner, it is the dancers that danced outstanding first rounds, that then carry them through the other rounds. With rotating, the winner is the one with the best overall average.

I have been at this for over three decades, I know what I am talking about. I have seen it done all ways. Until they have a set scoring system, rotating determines the most deserving winner.
