Subject: The best rises to the top with rotating. Have to be outstanding in heavies to get the points from one panel and have to be equally outstanding in lights to garner points from a different panel. Kind of hard to be in top ten with a weak heavy, just doesn't happen.

harder to play favours with rotating panels. One score out of nine or fifteen, versus 1 score out of five or seven. Think about it.

Rotating also takes out some of the subjectivity of style preferences, too and keeps it more objective. The panel members know they have to adjudicate the best up there, period.
