Subject: Apparently you didn't read the NAFC rules posted below, because there is a rule for moving to OC that does not allow discretion. I happen to know a girl who moved up without 2 firsts, but it was not by TC discretion. Inside

She was an older teen. The TC felt she was ready, and she had one first and multiple seconds (multiple being over 10). But still the TC did not move her, because there is no discretion.

The dancer received another second at a comp where the winner should have moved up to open (i.e., the winner was breaking the rules by staying in prelim after her second first - and it was not a case of she could stay for the rest of the year, she was supposed to move up). Still the TC did not just move the girl up, because there is no discretion.

The TC contacted the head of the region, and received permission from the region head before she allowed the girl to move up. This is because the TC followed the rules, which clearly state, you must earn the firsts before you move up to OC. There is no discretion.
