Except that that rule for champs is not clear. Just like with grades. There is some openness to the guides (rules); however, there are those who will argue the point to no end, and stomp about that they are rules. Except rules always have some sort of penalty for breaking them. There are none for TCs moving dancers, except if a dancer is into OC, must remain there for at least 2 years, etc.

There is no real rule, otherwise.. Sorry. It only covers that a dancer must move after achieving, nothing at all about a TC moving/placing a dancer at any level. A TC can place a dancer at any level, at any time, there is no rule stating otherwise, nor is there a penalty for doing so (like with every other situation). It's understood that it doesn't occur and current TCs will follwed ; however,

This will get blasted because people won't read what was really said above and/or read what they want to read in what is said by the rules. But simply, a TC can put a dancer at any level he/she chooses, but will generally follow what is out there (now more so, because people are quick to blast and bash for "not following the rules" as they personally see them).
