Subject: You are wrong when you say, "rules always have some sort of penalty for breaking them." In my state there are even laws that have no penalty. They are poorly written laws with no teeth, but they are laws all the same. The definition of rule does not include penalties, it doesn't even have to be written to be a rule.

I find it particularly interesting that you insist that the rule to move up to OC does not have to be followed, but you say the one for moving down from OC does have to be followed. What a double standard. Either you believe that all rules are subject to TC discretion/interpretation or you don't. You can't have it both ways.
