Mate..this is a bloody lame excuse. I thought he (Olga) said in the media that he was still in 'control' of the province since day one of the court case..to me that would mean initiating the services as he promised.

The fact is we've already seen his true colors. Nothing is further from the truth..he is simply incompetent!
