Remember al-Sadr has been keeping the peace. Much of the limited success of the surge has been dependent on him.
By the way, Zarqawi survived the two 500lb bomb air strike though someone announced that a mother and child were amongst those that did not. It was later claimed to a be a mistake and that the child had really been a teenage girl above the age of 15 killed along with two other females and two males. Zarqawi died much later as a result of trying to escape after having been captured. I understand that a quick kill had some political advantage for the Bush administration so to them the lives of the women did not matter.
