The Problem:
Green house gases and cigarette taxes.. two birds. one stone. so to speak.

Measure and compute the amount of GHG (green house gases) emitted in the burning of one cigarette. Compute an annual GHG load by country based on the annual sales of cigarettes/per company (taxed already and reported already). From this, country's who have ratified Kyoto can determine what these emissions should cost, and make the cigarette companies trade credits with greener companies
