I think this may be more reflective of the fact that MLO has been very north-Louisiana-focused in its history. Seven of the last 10 Miss Louisianas have been from north Louisiana. Additionally, almost a third of the state's population is in the NOLA metro area, but only four Miss Louisianas in the last 30 years (2015, 1999, 1996, 1989) have come from there.
