Hilliard competed because she was recruited or chose to compete at Miss ULM. I believe it should be the best candidate for the win. It should not matter if the girl is from north or south Louisiana. Judges should never include any politician due to their bias of the area of Louisiana that they represented. But I don’t think that had ever been the case. Girls in Monroe area do have more of an advantage to participate in Fleur dei lei programs. (NT) No name
