I agree with hchoops. I personally have no information about Neil's work habits, I'm sure he works hard and I still think he can be a productive force next year if healthy. I will say however that, having seen Neil play on numerous occasions, he just doesn't appear to enjoy the game. In my opinion if there is anything that holds back his development it appears to be an abscence of a true passion for the game. It's hard to really excell at something if you don't love it.
