Personally, I've never heard of any nurse, let alone a school nurse recommend a douche for anyone under 16.

If a 13 yr old has that kind of vaginal odor or infection, she needs to visit a Doctor!

13 year old girls should not ever have to douche, or for that matter, be forced to douche!
