There are so many possibilities, it sounds as though it is a ligament, but it could also be one of the many tendons. My advice is to go see an athletic therapist and have them do some special tests on it to see what it is.
As for your toes, Keep them short. You can also try bunheads (avail at most dance stores), which should help to absorb some of the pressure on your toes.
I would honestly say that taking some time off toe walks, and dancing in sneakers would do both your toes and your knees some good.
Please please make sure that you give yourself the proper healing time off dancing if necessary.
