Why would India use nukes? If it used nukes, yet clearly had the conventional military superiority (meaning that it didn't have to use the nukes), then world opinion would turn against it, and it would open up the chance for nuclear retaliation from Pakistan, which, although may be limited in its delivery systems, would still be devastating.

One nuke in New Dehli, and India would be crippled. A few more nukes for the other big cities, and India would effectively cease to exist.

Sure, maybe they don't have ICBMs or stealth bombers to deliver the payload. But they could always use suicide bombers, a la the December 15th attacks on the Indian parliaments.

In short, India wouldn't strike first with nuclear weapons because 1) world opinion 2) the probability of a Pakistani retaliation

But the main reason I didn't answer it that way was because I thought it would make for a bad extemp speech. I could BS a bunch, like I've just done, but this whole war theory I woulda had no citations, and only my opinions to back up. arg.
