World Civ is a new one for me...they've added I think 4 AP tests even since I took them.

I don't know if World Civ is actually established enough for there to be any transfer credits...If so, I don't know what exactly it would transfer as (there's no comparable classes at IU that are surveys of non-U.S., non-Euro. history). So you'll want to look at the colleges you're considering and find their specific policies...

At IU, a history major is 27 hours, of which 12 can come from 100-level courses...which is precisely how many credits you get with a 4 or 5 on both the US and Euro tests...

As for taking AP US w/o a test: I'd be very hesitant on doing that. It was difficult enough to memorize the hundred or so pages of just random facts for the multiple choice section after having taken Adye... I think that you might want to consider trying to find room for USAP if you can; if not, save your parents the 80 bucks and try to test out of the credits when you get to college.
