First of all, the only reason we attack Hussein is to protect our own wealthy interests. It has nothing to do with the fact that he is ruthless. To answer your question, however, if you have power enough to do it, then you blow him to kingdom come. Is this evil? Is it good? Depends on whose side your on, doesn't it? Can't you admit that good and evil are relative and since they are dependent solely upon perception, they essentially have no universal foundation. In fact, have no meaning whatsoever. There are only the actions of men. Justify them however you see fit, but to label them good or evil does nothing to change the actions, only your perception of them.

You ask the question, "How do you deal with a ruthless man"? as if being ruthless was bad. But is the US not ruthless also?

And to answer one more of your questions, Kyoto is the most recent treaty we backed out of. I would have to research to find others, but based on intuition and history, I bet I could find them...
