When I use to live in Norfolk, VA, I found that the smaller ISP's were indeed cheaper and more reliable. That was when I used a dial-up service. When I branched to ADSL (Asynchronous Digital Subscriber Line), I once again went to a smaller company, which was approx $30 cheaper then most of the other larger companies. Plus free install.

Though, this doesn't help much with columbus.
