It was never claimed that Brandon set fire to the Zepp.
There are a few reasons to believe that Bocker did not set the fire but the main one is this:
As I've said, the main duty of a Commander is to make sure his ship is not taken intact by the enemy. If so, why would Bocker possibly claim he did not do it and open himself to a charge of 'dereliction of duty'? He said he (actually his Executive Officer, Leutnant zur See Schirlitz) attempted to do it by firing signal flares into the airship but was not successful in igniting it.
There are a few other possibilities as I've said in a previous message.
Perhaps the British did not want to admit that it burned accidentally in error when it was in their charge.
