He certainly was not a sailor, because sailors (Matrosen) did not wear Pickelhauben, but their navy caps and steel helmet (later in the war).

He certainly wasn't a marine either. The Marine-Infanterie (former Seebataillone) wore a "Tschako". To tell his rank I ought to see the photograph.

Just look for "Kaiserliche Marine" in the net. There are several websites where you will find all the information you need.
By the way: It was "Kaiserliche Marine", as the navy of the Reich was a national institution under direct command of the Kaiser. The Prussian state didn't have a navy at this time.
