I couldn't agree more on that last fact. Just look at the beating the Bismarck received (BTW Adm Lutjens was originally stationed in Flanders with the Marinekorps, serving as Chef of the 2nd Torpedoboots Halbflottille) and even than her own crew had to help her sink.
I think that the ships of the Kaiserliche Marine, who were after all Wilhelm II's favourite, were designed to endure more as a compensation to the lower number of ships they possesed in comparaison to the British fleet, after all their primery target. It was the Kaiser's dream to become the world's most important naval power. Possibly the fact that they had still a long way to ago was compensated by the stronger armour and better design.
Just an idea.
