If you are ambitiously crafty, or know someone handy at sewing, Polartech Aquashell sells for about $60 Canadian per meter (maybe $45 American per yard?) and isn't hard to sew with either a teflon presser foot or roller foot on a regular home sewing machine. I'm not sure if the seams have to be glued, I believe it isn't considered neccesary for Aquashell. You might want to make a "muslin" of your suit in an inexpensive cotton knit to get the fit right.
The stretch is about 50% either direction, slightly less than lycra. Kwik Sew makes a mens UV suit pattern that could probably be modified, although I think a cycling short pattern (they make that, too) with a contoured leg would be more comfortable in a seated position all day long.
Neoprene usually requires a special walking foot industrial sewing machine and is much more expensive. Aquashell can be bought directly from Malden Mills or from outdoor fabric specalists such as Textile Outfitters (www,justmakeit.com).
