It's not that hard to do, one of the minor characters in my story Finding Home (posted in Oct 2010) at SOL has her back story come out fairly early. We meet her a couple of years after the event as a 16 year old, and her Uncle tells us she was in the hair dressers getting her hair done and was doing as told, waiting for her mother to come back and collect her after shopping. Some hours later one of the staff is worried she's still sitting around and makes some enquiries - whole family killed when a walkway collapses at a local mall and the police have to take her into care while the find her nearest relative.

It's a sort of cameo role she has for a little while, but is shows what can happen and how people just sit around until the news finds them.
