Em,
Breast tenderness is a sign of pregnancy but as you said it could be because of your period coming. The only way you would know for sure if you are pregnant is to wait to see if you miss your period.
I don't know if you could still be developing in the breasts at the age of 25. My guess would be that if you put on a little bit of weight, even slightly, you could become bigger in that area.
