Just wanted to clarify that TV networks at that time typically did not order a "full" season for continuing shows beyond the first. Just look at any kid's show of the time (including Filmation). Shazam's second season was only seven shows, then six in the third. Wonderbug (a segment of Krofft Supershow) only had six or seven "new" segments for its second season.

The reason? Networks didn't see any reason to pay for 15-16 "new" shows when they could just buy as few as they could get away with (in order to keep the broadcast licence for another year) and simply air reruns the rest of the time. They just figured kids wouldn't know (or wouldn't care) whether they were watching a rerun or not.

So, the reduced episode order for the second season has nothing to do with quality or ratings. Just standard network practice at the time.
