Yes, WB owns Shazam! and Hallmark owns the rest of the live-action shows.

As you said, the rights either reverted back to them when Filmation was sold, or maybe they still had to buy the show, but had first chance as it was their character.

The episodes of "Isis" where Captain Marvel was a guest-star DID air in foreign syndication a few years ago, so despite having a DC character in them, they are fully-owned by Filmation and exploitable by them.

If you know of somewhere to contact WB to ask for Shazam! to be released, please share the info!
