As mentioned in my INTERVIEW with Joanna Pang (angelfire.com/tv2/isis/pang2.html), Cindy Lee's role in the show was a little unclear where at times it appeared she was just another student, while at other times, she fulfilled the role of "teacher's helper."

The way I like to look at it: Cindy was like some of the students who worked in the office, etc. at the high school where I went: they were still normal students, but they also worked in the office during what would've been their study hall. I see Cindy as a senior who was also one of these "helpers." Her being a senior would also explain her absence in season 2.
