Ray, I am sorry that you are contemplating quitting vintage racing because the sport needs as many P1 bikes as possible to provide a fun ride for everyone competing in these classes. There is the old saw that only one person can win the race, but with more participation everyone gets to run with someone who wants to ride as fast as they are comfortable and have fun, whether for first or 10th.
The P1-350 is as close to the idea of a novice class for newcomers as we can get, although as you say, it means running a poxy 350 Honda (did I say that???) We have run a novice race at our events in the past, open to newcomers with limited racing experience, but with the profusion of classes now, this has had to be dropped due to available track time.
I am not aware of any vintage organization that run separate novice races, even in the UK with their "graduated racing licenses" and seemingly unlimited numbers of people wanting to run vintage.
We do need to get our act together on race weekends so that races do not have to be shortened due to lost time, but personally, I would prefer shorter practice time and longer races.
The VRRA was formed to provide a venue for people to race their vintage bikes, either factory race bikes or race prepared street machines and to provide a place for like minded spectators to see racing as it used to be. Vintage racing is for fun and will never be a path to fame and fortune (not in Canada anyway). Everyone can run at the race pace they are comfortable with and as they gain experience, that pace increases or not, depending on the individual. It is true, running around on one's own is not as much fun but even then, if the lap times are better than last time, progress is being made.
I can remember when I started racing in Canada in 1972, after a five year break, as a junior on a 250 Ducati, trying for ever to beat 2 minutes around Mosport.
As for the P1-open, except for the 1000cc Vincent (and we haven't had one of those racing with us for a while) the class limit is 750cc so are you referring to the big boys as the more experienced racers rather than larger machines?
Anyway, as a fellow P1 competitor, I hope you hang in there Ray.
