The only thing that the Spanish Court said is that these guys aren't under any cloud of criminal liability or criminal charges. Unfortunately, I don't think that has anything in the world to do with whether they doped or what might happen to their licenses. As discussed on the "New" board there were no criminal doping laws in Spain that could be used to charge a rider, but they were passed in reaction to OP.

On another note, ESPN has posted a story that US Cycling has received no word from the UCI regarding any of their riders testing positive in the TDF. If true and the reports that the UCI has contacted the national athlete, team and federation are also true, that's a big swipe of the brow for Floyd fans.
