 813 is the model or grade number, not the serial number (they stopped putting serial numbers on watches sometime in the 1950's). The 813 was probably made sometime in the 1960's, not long before Elgin ceased as a watch company. Does it say "swiss" anywhere? Most Elgins from this era were not made in the US.
