Scott Harrison (old Mysticks beat writer) and I discussed this in the Mysticks final season. I want to say it has to be 10 or 15 years (maybe longer), before someone/some team can be inducted. I'll see if I can find some exact details on it... but Scott did tell me, now matter where he was in the country, when it was time... he was going to push for a player or two to be inducted. The Sports Hall of Fame is set up to show Mobile's sports history, and like you Yankee John, Scott said the Mysticks run in Mobile was certainly long enough to warrant them a place.
