Australia also has An Comhdháil schools as well as plenty of independent schools that still enter CLRG registered events (gold coast eisteddfod for example). I also know lots of schools who have senior students (so technically, unqualified teachers, running classes)

I am an independent dance teacher (fully qualified in CLRG by the way), and every teacher needs to find an organisation that suits their philosophy & surround themselves with likeminded people. CLRG just wasn't for me and I prefer to teach irish dance without having to worry about 'the look' or the latest crazy tricks. I'm happy & I'm not bothering anyone. I don't bag anyone who is in any other dance organisation, I respect the fact that there is variety out there and not everyone is after the same thing.

I also want to point out that a lot of the open platform orgs such as WIDA & CRN actually have a teaching training program & provide lots of support to those who wish to become qualified.

PS anyone can open a dance school, there is a school in my city that teaches all dance styles and the 'teacher' has zero qualifications & puts 10 year olds in pointe shoes.

PPS Be careful what you go throwing around about people and if you are going to research people's pasts, make sure you look at official documents, not sensationalised media articles.
