Subject: Why bother? You already have requirements to move starting Jan 1 of the subsequent year. So you're talking a year at most, less if the wins start later. Setting max win rules would be overkill. Kids AND parents will have to learn to deal before OC or they'll just fall apart when top dancers don't let them win.
