The consciousness of the universe is moving in tune with divine edicts. These laws are malleable because the cosmos changes in rhymns. It eventualy settles into a higher pattern of growth. We,as souls move with the cosmos,also bringing ourselves into different aspectts of ourselves. We do not all answer the call and so the soul is left at the same level until there is realization of their plight.

There is an understanding that they and no other can help in the search for growth. It is actions to others that is a god send because you bring others up the "ladder" as they ascend. It not a matter of being bitter and mired with wornout ideals. AS we help those less able then we cannot but help our own soul consciousness.
Spirit stand back and watch as the consciousness either expands or not. There is no interference because they cannot interfere with anothers spiritual growth. We are down here to experience for the Divine consciousness as we must because we each are a part of the Divine. It is exsperiencing everyone of the conscious units it sent out in the beginning.
