even if some Leaders think that they are so charismatic, the manipulated crowd will go into raptures over their person!), so they will send ahead some assistants (who give unconditionally their support to the duality and the untruthfulness) in order to make their dirty job of spying, of dividing, of attacking, of mockeries and humiliations, of moral abusing,… In fact, very often the Leaders are the very source of all the secret mischievous set up and sabotages (even if they deny it with nerve), all the rumours that the scapegoats are nasty, are monsters, and are abnormal, etc…
Person experience at work here maybe?
