Subject: 97 Tacoma surging mystery

I have a '97 toyota tacoma 4X4 Ext. cab with 100K miles. The only thing I have had to do to it is replace the clutch. Now I'm having a problem with it surging. I've had mechanics look at it and check the diagnostics but they can't find the problem. It happens at any speed and any rpm. Sometimes it's a small surge but mainly it surges so hard it feels like your poping the clutch. It's never died on me but I can't figure out the problem. Any suggestions??
