Subject: german shepherd skin problem...help!!

 I have a 10 month old german shepherd who seems to itch constantly. She is on monthly flea medicine but it is of no help on her itching. We feel bumps on her skin, which we assumed were past tick bites. She also has an unusual odor, like a dirty shoe. The skin on her "armpit" areas are deep purple, scarred/dry like....it looks very irriated; however she doesn't seem to mess with it. We bathe her weekly in flea/tick shampoo as well. Has anyone encountered similar problems?
