Very True, But if you think that he is D2 material, certainly before he signed his LOI, he would have been contacted by schools interested in him for basketball. No one goes from zero level of interest to being a D2 player in just a few months.

Many kids in the state get letters from schools or their HS coaches get call from interested colleges for more than one sport. Many times the interest is sparked only by coaches having thier assistants combing through online newspaper articles. Especially the D2 schools, they have limits on when they can actively recruit. D3 schools often have budget limitations that force them to contact players before the ever see them, to determine if the interest level warrants them spending time & money to see the player in person.

In all of these types of cases, the inital contact usually asks for video (tape or DVD) of the player in real games.
The analysis of the player and the requirements of the coach will then dictate wether a visit to see the player perform is needed.
