Date Posted: September 25, 2002 11:16:17 EDT Frances Humphrey Howard, the younger sister of Vice President Hubert H. Humphrey Jr. who was long active in public service, died on Monday. She was 88. Ms. Howard, a prominent Washington socialite, worked for several government and nonprofit agencies for nearly 60 years in Washington. She also worked for the National Institutes of Health as a liaison officer, developing policies and programs for medical libraries. In the early 1940's, she was an assistant to Eleanor Roosevelt in the National Civil Defense Office and for the United Nations Association. The last sibling of Vice President Humphrey, Ms. Howard is survived by her son, Judge William Howard of Minneapolis; a daughter, Anne Howard Tristani of San Juan, P.R.; and five grandchildren.
