Tangrams are a 7-piece puzzle that can be fitted into any one of a number of outline shapes to make different puzzle (square, animal shapes such as swan, etc)

Pattern blocks are geometric shapes that can be used to fill in puzzle shapes like tangrams, but also for forming different patterns (ie square, hexagon, triangle).

If you are trying to save money, I would recommend buying the cheapest set of pattern blocks you can find, and making your own tangram set on cardstock. I believe patterns are available online.
